The term KEDLOCK is classified Secret. Project KEDLOCK is a United States Air Force Program having as its objectives the development of a supersonic long-range interceptor (LRI) aircraft and, utilizing the basic airframe, the development of a reconnaissance vehicle .configured with a variety of sub-systems. Project KEDLOCK began in October 1960 when the United States Air Force received approval from the Secretary of Defense to develop an LRI with high performance characteristics. This vehicle is to be equipped with a fire control system and missile under production at Hughes Aircraft Company. Other principal contractors participating are Lockheed Air- 40 craft (airframe), and Pratt and Whitney (engine). Flight testing of this vehicle commenced in August 1963. Recognizing the continuing need for an improved United States Air Force reconnaissance capability, the Secretary of Defense, in February 1963, directed development of a reconnaissance vehicle utilizing the basic KEDLOCK airframe, but configured to carry a variety of sensor sub-systems. Development of this vehicle, the first of which will be delivered to the Strategic Air Command in the Summer of 1964, has been afforded the same Security controls as the LRI. It is the intention of the United States Air Force to continue to conduct this program on a strictly classified basis for as long as possible. No public announcement has been made regarding the efforts associated with Project KEDLOCK. A covert procurement has been undertaken in order to achieve an operational capability without providing a potential enemy an early opportunity to develop a'counter capability. In the event of a public disclosure regarding this pro- gram, under no circumstances, without prior approval from the appropriate United States Air Force authority, will you or your organization be authorized to acknowledge your association with the program. By Presidential directive, knowledge of the Project is restricted to an absolute minimum number of persons. In every case, a strong justification in terms of "need-to-know" must be established. Existing clearances, rank, or position, per se, are not sufficient justification for a KEDLOCK briefing. Recognizing that the ultimate success of the Project depends in large measure upon the effectiveness of its Security policies and procedures, you are being acquainted with the following: A KEDLOCK approval is required before a person may be permitted access to Project information. The only justification for an approval is that a person requires the information for him to make a positive contribution to the success of the Project. An index of all KEDLOCK approvals within your organi- zation is maintained by the individual identified to you as being responsible for Security at your organi- zation. Participants having a question regarding an individual's clearance status should query the person responsible for Security. A roster of all KEDLOCK approvals is maintained at KEDLOCK Headquarters, from whom your Security representative may ascertain the clearance status of individuals outside of your organization. KEDLOCK briefings fall into two categories. The second and more comprehensive category is that accomplished by this brochure. Those falling in the first category are primarily administrative or technical people who need only know that they are supporting a classified United States Air Force project, the details of which are not made known to them, In any case, within the two categories, infor- mation is revealed only on a "need to know" basis. This Project is one of the most sensitive endeavors of the United States today. There can be no doubt of its potential value to the defense stature and security of the United States. Persons participating in Project KEDLOCK must accept the premise that success is dependent upon individual understanding of, and adherence to, Security conditions set forth in this brochure.
