1. Since the creation in June 1963 in the ice of the DDII 25X1A
*j a Collection Guidance: Staefl, a considerable number of reegueeste
have been received for O clearances for officers and cleri-
cal personnel assigned to that Staff.
2. In view of the responsibility of the Office of Special Acti-
vities. Dt /S&'T, for concurring in the "need to know" for individuals
nominated for 0, 1. C and A. the Chief, Security Staff, 05A. has
had discussions with reepresontattvear of the Collection Guidance 25X1
Staff with regard to the justification for the granting of these
25X1 A clearances. Most recently. a discussion was had with 0 25X1
25X1A Alternate SCC/DDI and Special Center with
regard to this matter. I urd prepared an excellent break- 25X1 A
down of the structure of the Coleection Guidance Staff and peersormeel
assigned thsret.e. The analysis also reflected thee clear- 25X1 A
encee of the various individuals in addition to clearances which had
been regueeste4 not granftd at that time.
3. Recognizing that the mission of the Collection Guidance
Staff requires that certain personnel assigned to that Staff be fully
cognizant of all intelligence collection capabilities and it is not
desired to restrict the effective functioning of the Staff by the denial
of such operational clearances. stilt the number of clearances granted
already and the requests for additional operational clearances causes
this office concern.

4. The problem hers is not unique to A since as you will
note from the attachment numerous individuals in the COS have
already been granted and nu my more are also listed as
Pending- Responsibility for the approval of "need to know" for 25X1 A
and =for CIA people rests with the DDI tr,T.
S. to order to design a uniform policy for the rD1frT and
also to ensure that the problems of the Collection Guidance Staff
receive due consideration, it is suggested that the Executive Officer,
+ I h`T, in conjunction with the Security Officer, DD/SkT, may
desire to meat with appropriate officials of the Collection Guidance
Staff in order to discuss this matter and arrive at an equitable solu-
tion. The Chief, Security Staff. CA, will be available to participate
in such it rn- eeting it you so desire.
h. For your consideration, it to suggested that the following
questions be posed to the Collection Guidance Staff in support of
their justification for these clearances.
a. Why do so many people require the "0" clearance when
this Project is for from the rational status?
b. Why do individuals in the Human Resources Group, C46,
require C, 1. C. A. I (particularly if they already
possess the product clearances which make them aware of the
fact that such collection capabilities exist)?
c. U individuals possess the operational clearance "C",
why do they also require "A" and=(unless it is because they
