1. 1 have read the referenced papers with interest. Although there
is little in them that is new to me I believe reference B is a most impressive
account of our operational procedures and is another demonstration of the
high caliber and great competence of our Operations Section in which I have
the fullest confidence.
2. 1 am sending these papers to General Cabell for his information
