1. Q Directive - The 0 Directive is now in final form
and is ready to be transmitted. Both Mr. Bissell and Col. Burke asked
that if there were any additions or deletions desired on the part of
any section, these should be made known to them by the close of business
25 November.
In anticipation that this directive might cause some concern among
contractors, particularly Kelly Johnson, there was some discussion about

2. Staff Directive - Progress on a staff directive has apparently
slowed down as a result of certain possible organizational changes
affecting M. Mr. Bissell requested, however, that staff sections
keep working on this as history had shown that a total settling down
for DPS probably would never happen.

7. Scramble Phones - Investigation has shown that the Agency
has a 20-station scramble phone cystem of which 10 stations are still
available. It was determined that we would seek 3 of these stations

of Co.. Beerli's suggested emergency oxygen system, which
involves a fairly minor aircraft modification.

A Lockheed modification which calls for low pressure
warning lights, a sight gauge and an automatic feature which
allows switching from one 'regulator to another, is caning
along well but does not yet have the operational reliability

have reuulted in System I being removed from the test status
board. in fact,, what was listed as System I testing was
continued testing of the arcing problem in the Rambo pre-amp.

Mr. Bissell said his reaction to an initial examination of Agency
air assets was that in same departments they probably could be impressed,
although he geed that direct Agency control should be maintained for
valid emergency purposes.

said that if we were absolutely assured of the Air Force view on responsi-
bility for the development of equipment for pre-burnout telemetry and
for responsibility for the conduct of operations, D & P was to take
the lead with the assistance of Coasnunications in the development of
such equipment.
