You will recall that during the Doperation was advised of the operation prior to the time some of the people who needed to know were informed. The following actions have been taken to keep pre-mission information held to a minimum t a. A staff memo was circulated, emphasizing that only people with a demonstrated need to know will be informed and that prior to an operation a list of the people on this staff and others in Washings n will be prepared and adhered to. b. On the forthcoming operation we do not at this time know specific times, places and precise plans. c. On the CHALICE Staff, Finance, Administration, Security, Logistics, and R & D will not receive routes or timing of missions except on a demonstrated, as-needed basis. The operation will not be discussed at staff meetings. -~-d. The normal 9:38 weather briefing will not brief mission weather. Alert and mission plan weather briefing will be given only to the individuals who need to know. This list' is being prepared by and has been agreed by CHAL staff heads. e. I am requesting Col. Geary to make up a list indicating who will be told what and when with regard to the Air Staff. f. With regard to specific mission information, only Mr. Reber as Chairman of the ARC will be informed. I will alert him to ensure only that targets and priorities are up to date for the area which might be covered. a. I General Coodpaster will be advised of mission probability apprasiznately 36 hours prior to take-off. They will receive an area briefing only with types and priorities of targets. The Operations Order, is being prepared and a running command post exercise will be started to verify timing under the several base concept of operations. The purpose is to run through a number of realistic situations here to prevent any panics or errors a little later on. 2. You and will be kept advised as things develop. Unless instructed to the contrary you or I Iwill be the person to keep General Cabell and Mr. Dulles apprised of the situation.
