U-2 REQUIREMENTS FOR CALENDAR YEAR 60-61 - A study of U-2 requirements for Calendar Year 19 0-19 1 has been prepared by the Opera- tions Branch. It covers all phases of the CHALICE program and takes into consideration requirements of el]. branches--Materiel, Admin and Development. 5. COMMUNICATIONS DIFFICULTIES - DET C STAGING - I re ort d 2 5X1 p e that was on the air six hours after landing ata staging base. This s considered a normal time to activate. However, since then, problems have been encountered and the field is using a one-time pad system which requires the continuous monitoring of groups in order to avoid extraneous traffic. In answer to Col. Burke's query, indicated that th 2 5X1 e two brought in by the staging party were apparently inoperative b t hdi d u e not know the exact cause. Col. Burke stressed that this crypto equipment had presumably been certified as in working condition prior to the staging and that some explanation should be sought from Detachment C at Atsugi. FOLLOW-UP ACTION: Operations Branch/Communications section 6. POL STATUS - DETACHMENT C - Based on tests made of cross samples sent to Pratt Whitney the LF-1A fuel at Detachment C has been approved for use. Military Specification fuel is still not cleared and will not be until the results of the tests being made at Pearl Harbor Fuel Center are available. 150,000 gallons of new Nil Spec fuel is enroute to Detachment B and 100,000 gallons enroute to Detachment C. One of the places will be taken by the returnee from Detachment C. Col. Burke suggested that every effort be made to fill the vacancies in order to insure coverage without recourse to casuals processing for overseas assignments. 12. FY 1961-1962 BUDGET DEADLINES - The deadline for branches on FY 1961-1962 budgets is 1 April. Operations Branch is the only branch that has submitted its finalized budget. Col. Burke recommended that other branches might wish to study the Operations Budget as an example of a complete and clear analysis of money requirements. Development Branch, Materiel Branch and Administrative Branch completed initial drafts and assured that final papers would be submitted to l by the deadline. 25X1 indicated that sane delay was being experienced in the over-all u ge n that area divisions w not replying to his request forwarded under the signature of that their unusual requirements be extended for incorporation in DPD budget. 13. STATUS AIR OBJECTIVES STUDY - The Air Objectives Study is now in its semi-final form. A meeting will be held at 1630 on 30 March to discuss the completed paper. The administrative portion has been submitted and the Materiel input is ready for submission, a delay having been created awaiting receipt of Office of Logistics estimates. 14. STATUS CORONA - The next shots are expected to take place on April 8th and 13th. In coordination with the Cover Section, a recommendation has been made to slip the GRD shots downstream and substitute camera configuration. 15. STATUS OXCART - A supplier's meeting, concerned basically with technical problems, is being held this date on the west coast. A decision has been made that the primary supplier for cameras configuration will be Perkins-Elmer with Eastman Kodak retained as a back-up. 25X1 16. PERSONNEL STATUS a. KADENA - As a result of discussions held at Kadena during the recent visit of the Detachment is requesting an additional five positions to form an Operations Planning staff for deployments. The positions are two pilots, two navigators and one o eraticns specialist. Pending the arrival at Kadena of additional personnel, is providing 25X1 two pilots for ops stinging use in resent i i p m ss ons. As Of this date. the Kar pnA. He indicated that extensions to 5 years were rare. The problem in the present cases is whether or not DPD, due to circum- stances would Tdsh to bend the policy of long extended tours. I Irecommends that in view of the experience of the two captains, and the .:act thet there would be less than full tours remaining on any Air Force assignment it would be in the interest of not only the ency but the Government to keep them at their present duties. 25X1 indicated that another reason for keeping them at is t e fact 25X1 that both have indicated a desire to convert to c vi Ian status with the Agency upon retirement. Col. Burke pointed out t-ha t it was not until this week that he was made aware of the situation and referred to the fact that a previous publishe directive regarding Air Force personnel had stressed that all recruitments and all replacements should be referred through him to Co].. Geary and should not be the subject of unilateral branch action. It was further indicated that a replacement for F 25X1 had been nominated by Col. Geary's office as far back as November and that Materiel Branch had rejected the candidate without Col. Burke being made a e of the situation. Col. Burke indicated he agreed with commendation and that u on th return of Col. OTHER ITEMS - reported that representatives of BMD and 'LAC will be in town tomorrow for meetings in connection with CORONA 1activities. Col.
