require vacancies have existed in the
.Branch for some time, one as long as a year, and last week an additional
finance officer was lost due to his transfer to Detachment C. One of the

of a complete and clear analysis of money requirements. Development Branch,
Materiel Branch and Administrative Branch completed initial drafts and
assured that final papers would be submitted to l by the deadline. 25X1

expect to be retired from the Air Force in the near future., 25X1
in July 1961 and 0 in January 1963. The question resolves itself
into whether of the Project wants to request additional extensions
which in I Icase, for example, would be a total of ears with
CIA, longer than any previous military personnel. etiplained 25X1
that any consideration must take into account the ac at the Air
Force/CIA agreement relative to CHALICE was that a normal tour would be
3 years with possible extension of one year, provided the two units, plus
the man, agree. He indicated that extensions to 5 years were rare.
The problem in the present cases is whether or not DPD, due to circum-
stances would Tdsh to bend the policy of long extended tours.
I Irecommends that in view of the experience of the two captains,
and the .:act thet there would be less than full tours remaining on any
Air Force assignment it would be in the interest of not only the ency
but the Government to keep them at their present duties. 25X1
indicated that another reason for keeping them at is t e fact 25X1
that both have indicated a desire to convert to c vi Ian status with
the Agency upon retirement.
Col. Burke pointed out
t-ha
t it was not until this week that
he was made aware of the situation and referred to the fact
that a previous publishe directive regarding Air Force personnel had
stressed that all recruitments and all replacements should be referred
through him to Co].. Geary and should not be the subject of unilateral
branch action. It was further indicated that a replacement for F 25X1
had been nominated by Col. Geary's office as far back as November
and that Materiel Branch had rejected the candidate without Col. Burke
being made a e of the situation. Col. Burke indicated he agreed with
commendation and that u on th return of Col. Geary
the two cases would be discussed. pointed out that it has 25X1
been the practice to decide each case o extension on its merits and that, 25X1
he would reserve comment in the instant cases until the return of
Col. Geary.
