1. I have indicated on the Attached memoranduin M, y approval,
subject to provisos which are as follows and. are well known to you:
a. I have requested final approval for the establishment
25X1 C of a IIdetachment. final concurrence in your plans
,depends on receipt of this policy approval.
b. I expect to follow up activet;, with the State Depart-
25X1 C z Bent and elsewhere on the proposal for a~detachraent.
Obviously, approval of the reference depends on receiving this
policy approval.
c. The details of staffin& and equipment allocation for
either or both of these now detachments will, of course, be
subject to review in the light of negotiations with the two
governments concerned. In particular, I would hope! that we
can postpone the conversion of two additional aircraft for
25X1 C the J-75 engine until we lave not aaly received approval to
25X1 C proceed wine detachment but also have a better
understanding of Intentions.
2. You Trim have a real problem in deciding what Agency,
X1 C Air Force, and contractor personnel to retain on duty pending the firmi
X1 C up of our plans. I hope the decision on will be made promptly
and that we will know one way or another within a few dais whether the
X1 A ^perrsonneet will be required for that purpose. With respect to the

elachment, not only will the decision take longer but there will
