SUBJECT : Inspector General's Survey of Development
Projects Division
1. I recently received a call from of the
Inspector General's staff informing me that an IG survey of DPI? is
scheduled to begin the week of lZ September. The inspection team
will consist of
Since surveys of this type expose the operations,
as well as the management, of a division. I am calling it to your attention
in case you desire to withhold clearances for any one of our particular
projects such as OXCART. ARGON, CORONA, etc.
2. I also wish to say that an inspection survey of DPD at the
time scheduled is most inopportune. Conceding the fact that we, as
& division, may not enjoy a respite from pressing activity at any other
date, it seems that our current projects would not permit division
personnel to render to the Inspector General's representatives the
necessary cooperation without our activities sufferin to some degree.

be engaged in the backwash from the Flowers trial and any knotty problems
involving the Powers family. Such a package of activity will place
considerable demands upon the division's staff, and, as a result. I do
not feel that we could do justice to the IG survey as scheduled. It is
requested that the survey be postponed until 14 November, or later.
3. If you concur with ray contentions, attached is a memorandum
for your signature to the Inspector General endorsing such postponement.
