Adana Detachment
i. This memorandum contains a recommendation for the approval
of the Deputy Director (Plans). Said recommendation is set forth in
paragraph S.
Z. Reference U44 Capability in Adana. La view of your current
policy- of "getting on with the job" regarding the accemeplisbwsnt of
IDEALIST missions, e. S., the last two Cuban sorties. it is proposed that
we initiate a low key. phased unfreezing program for our asset In Adana
to be planned as follows.
Phase one (over 3-to _dayperiodj. Local low attitude pattern
Pilot proficiency missions, CQCA's, penetrations. and touch and
go landings - cover being "routine maintenance test flights.
Phase Two {aver lc day period). Routine training missions within
the bounds of our established training area in Turkey.
3. During this period a careful study of the locals' acceptance and/or
reaction to each flight wilt be observed. - Flights wilt be individually
cleared by Headquarters until such time it is felt that the pattern has been
bed as routine.
4. Augmentation plans to implement this exercise vis-a-vis Edwards/
Headquarters/Adam have been completed. Edwards Witt furnish eight
people. including two pilots. FYI. Cost per Year of the Detachment at its
present strength: with our U-Z air refueling
capability coming into being, Adana becmeee an even more strategic
location for possible Agency operations.
5. It is, therefore, recommended that the phased unfreezing program
act forth in paragraph Z above be implemented upon approval.
