1. 1 finally found aw way to the referenced paper which arrived after
my tenure an Acting Chief had ended, and I am returning it to you for that
if for no other reason. However, in the same breath I would like to l ire
vhat night have prompted your disposition to advocate recruitment at this
particular time.
2. As you know, since I May 1960 vs have gone through any number of
sgbxti:cing reappraisals on this subject, including an extensive look at the
various pieces of knowledge which these people may have possessed individu-
ally regarding the Agency and its operations., and early this year we went
through another process of re-examination so that ve would assure ourselves
of the best available quaUfied personnel in this group for U-2 operations,
and I must confess that I do not see how anything has changed dramatica.Uy
since that time.
3. Recruitment and training of new pilots would certainly UJEe at least
a year, and I believe about the only source of these people, or at least the
one the Air Force would use, would be the tJ-2 group at Del Rio where there
is already some concern about the knowledge possessed by those people regard-
ing the totality of our U-2 activities. Perhaps T. used to be convinced of
some change in the situation with vbich I em not familiar. If so, would
appreciate your inputs.
