: Proposal to Convert Contract Security Personnel to
Courier Status

1. I am in fundamental disagreement with the proposal contained in the
attached cable having to do with conversion of present
security personnel in order to augment the courier capability available to these
units.
Z. As far back as I can remember, it has been a fundamental tenet of
the Office of Security that Staff Employee status was a prerequisite for dis-
charging properly the courier function. In our initial experience with contract
guards at Detachment B, I recollect that one of the reasons for the difference
between their pay level and that of the staff security officer personnel was that
it had been decided that the additional responsibilities inherent not only in
supervision but in discharging the courier function required this pay differential,
and that if we were to continue to provide courier service, as opposed to having
the Air Force do it, we needed professional security officers rather than air
police.
3. Another reason for my objection to this move, in addition to the 25X1
fundamental one, is for instance, such a move tends to dilute

4. If we are indeed at the point where additional courier support is
required, and we are unable to obtain this from the Office of Security in
conformity with professional security officer standards, I will take this
matter up directly with Colonel Edwards upon your indication that this is
the case.
