Col. Beerli reviewed his proposed plan to be forwarded to
the DD/P relative to moving all of DPD out of 1717 H Street both
for security and space reasons. The many diverse and sensitive
projects being carried out by DPD require compartmentation that cannot
be achieved as effectively in the new building as in entirely new
space due to the fact that already the allocated space is too small
for our needs. It is highly desirable that the Division have two
Control Rooms, one for Air Support activities and one for special
projects.
Col. Beerli stated that a position paper would be prepared
outlining the requirements and an attempt will be made to gain
DD/P approval.
6. Mr. Parangosky emphasized that the improvements referred
to in the CORONA program above should be considered highly classified
in that one of the companies previously associated with CORONA is
not involved in the new program. Extreme caution should be taken
in discussing the program with any suppliers. He requested that
DPD Security consider this requirement, a red-flag item. Mr. Paran-
gosky reported that exceptionally
well, and that an activity program is now being 25X1
coordinated.
7. I I announced that the DPD Security is investigating
the possibility of a new badge system in DPD, one that would enable
members of the Division to telll, at a glance the type of clearance
or clearances held by all personnel. In this manner, discussions
of any special item in the presence of an uncleared person would be
tightly controlled. also reported that Security is
planning a. manual describing the special clearances in DPD. He
reported briefly on his visit to and emphasized that one
of the outstanding requirements was =e need for more recreational
equipment.
8. In response to a question by Q on the future
status of the CHALICE weather package, Col. Beerli stated that
Mr. Bissell hoped to again approach T. Keith Glennan to request
continued use of NASA cover in the program. It is his intention to
make certain guarantees to NASA in order to win their support.
Col. Beerli also stated that the use of AWS cover which had been
considered was felt to be impractical from a military standpoint.
The matter is expected to be resolved within the next ten days.
9. Col. Beerli noted that despite the recent Air Force
attitude towards involvement in intelligence activities, nonetheless,
continued and close cooperation with DOD was necessary. There is no
question that a civilian air capability must be developed but as
long as military equipment and military specialties are used we
cannot separate ourselves from DOD. Col. Beerli requested that the

personnel involved in our activities be made into a policy letter.
Mr. Cunningham gill take action on this.
10. Mr. Reber raised the ue:st .on of the processing of take in
connection with the It was agreed that this
Subject would be fully explored before the team departs 25X1
Col. Beerli instructed that a position paper be drawn
up by the team prior to de wrturo and that all possible areas of
discussion being included.
li. I I announced that the trip report of the team
that had gone to Edwards has been circulated and all sections have
been requested to take action on requirements.
12. I I indicated theta had 25X1
created a new requirement for the Aix ec : on. and that ..a statement
of tasks was being drawn up. He indicated that there v'as an acute
shortage of personnel in the Air Section due to its involvement in
many activities and that the cooperation of all support sections
was a necessity. He stated that the detachments naturally looked
to the Operations Branch for action on requests and that unless the
support elements of the Division take prompt action in their areas
of responsibility valuable time is lost. He also indictated that
a paper on personnel augmentation will be submitted to Col. Beerli.
13. Col. Beerli urged all. section chiefs to personally encourage
response to the UGF drive. He expressed the hope that the Division
could grind up the drive by the middle of the month. At present the
Division is ahead of last year's returns and hopefully will finish
with as.close to 100% participation. as possible.
14. reported that a proposed Clandestine Services
Instxzction on the mission and functions of DPD has been written
and will be circulated through the Division for comments prLor to
forwarding to the DD/P for approval.
15? Orequested the cooperation of all Section Chiefs
in getting personnel to account for travel advances as soon ass
possible after completion of trips. It was decided that he Frould let,
section heads know when a person had been delin uent for over thirty
days so that follow-up action could be taken. Ilal.so requested 25X1
that his office be advised as soon as any decisions were made to move
Detachment 23 on any staging operation in order to enable him to
provide funding.
16.. Col. Beerli concluded the meeting by stating that tth
Mmjnistrative Branch was preparing a notice on the proper steps
