This memorandum supplies the information requested by you at the United States Intelligence Board meeting this morning. Z. There are only two projects which could be instituted on an immediate basis to acquire critical information on the Soviet AICBM progra view of the fact that the Kamchatka area is already accepted and programmed as a first priority item in the CORONA system. The first and most important is photographic overflight of the upper Kamchatka Peninsula. This could be done by a straight penetration flight by an Agency U-2 aircraft or, with much lesser results, by the program.
