MEMORANDUM FOR: Director of Central Intelligence
SUBJECT: Collection Against Soviet AICBM Program
1. This memorandum supplies the information requested by
you at the United States Intelligence Board meeting this morning.
Z. There are only two projects which could be instituted
on an immediate basis to acquire critical information on the Soviet
AICBM progra
view of the fact that the Kamchatka area is
already accepted and programmed as a first priority item in the
CORONA system. The first and most important is photographic
overflight of the upper Kamchatka Peninsula. This could be done by
a straight penetration flight by an Agency U-2 aircraft or, with much
lesser results, by the
program.
Out analysts feel, as indicated in yesterday's Bulletin item, that
the anti-missile missile launch point would be to the West of the
mchatka impact area so that in order to got adequate coverage
not Only of the launch points but also of the instrumentation which

penetration of 30-40 miles in from the coast would be required.
4. There are other possible approaches to this problem as,
for example, a radar ship, but no one of these could be brought to
bear within the immediate future and can be covered. if you to desire,
in a subsequent memorandum.
