SUBJECT : Request for Clarification of Responsibil-
ities of the Configuration Control Board
1. Since the Configuration Control Board has been
established, there have been doubts in the Operations Divi-
sion as to its relationship with this Board. I have asked
on numerous occasions for a clarification in regards to the
Board functions and areas of responsibility.
2. Recently, the attached cable was dispatched from
the NPIC communications facility by' the President of the
Configuration Control Board directing actions be taken in
the payload area.
3. It has always been my belief that your office has
the final authority in decisions affecting the payload of
the Discoverer program. Therefore, it is recommended that
the attached letter requesting areas of responsibility be
forwarded to the President of the Configuration Control
Board, through our representative, for action.
