B. Planni and Develaament
The Geographic Intelligence Review has been eliminated as a publi-
cation series effective with the publication of GIR 60-1 in June. A.
number of considerations were involved in the action, the principal
of these being: the desire of the USIB Ad Hoc Committee on Foreign
Intelligence Publications to reduce the number of publication series;
the availability of other series to acco u date self-generated reports
produced for the GIR; and the benefits in reduced processing overhead
and increased production schedule flexibility that would be achieved.
The GIR type of production will be continued as programmed work by each
area branch., with retailoring and tighter intelligence focus of indi-
vidual studies as necessary.
The following D/GG projects were cancelled:
61.1766 Southeast Asia Discussion Group. The chairmanship
of this group has passed out of D/GG.
61.1768 Administrative Divisions of Indonesia. Issuance
of FDD Summary #2536 on the same subject precludes
necessity for further work on this project. Recom,-
mendation was made to GC/F that the related cartoga -
raphy project be completed in view of the limitations
of the map work accompanying the FDD Summary.
63.18+2 Results of the Law of the Sea Conference. There were
no results that warranted an intelligence publication.
60.181+5 GIR 60-2. This is in line with the recommendation of
the USIB Ad Hoc Committee on Foreign Intelligence
Publications.

The USSR Town Plan Program is being revamped to,fit a new, and more
realistic, DD/P list of 12 cities for which detailed analysis is required.
Consideration has now been given to the existence of actual operational
capabilities, and priority targets for which there are no operational
capabilities have been deleted. The town plans for the 12 cities vill
be more comprehensive, and therefore more time consuming, than the
plans issued to date because information on target installations, land-
marks, and tourist attractions will be required.

has investigated probable future I/tam requirements on GO/E.
At present I/GM foresees no need for studies of missile-related activity
for countries other than East Germany (which has been coWleted except
for one overlay). They have no need now for the target studies of plants
or plant complexes. It was suggested that GG/E may be of assistance in
keeping track of deployment in the European Satellites.
An exhaustive study of the D/GG clerical problem culminated In a
memorandtmz to AD/RR under date of 26 b2W,, requesting review of clerical
allocations in the Office with the objective of replacing D/GG attrition.
The organization meeting of the Arctic Area Discussion Group has been
scheduled for 6 June.
The Division completed its submissions to be used in the preparation
of the Fiscal Year 1961 operating Budget, the Fiscal Year 1962 Preliminary
Esti3nates, end the Fiscal Year 1962 Office Estimates.
C. Significant Outside Contacts and Activities
A meeting of the Chaster IX Subcommittee was held on 19 May 1960,
to continue discussion of a new Chapter IX format. Agreement was reached
on a proposal for general reorganization of the Chapter IX, as well as
on the elimination of certain types of content. The Coordinator will
incorporate all Subcomittee agreements (including an expanded Chapter IX
outline).In a memo of recd mendation which will be circulated to the
Subcc mnittee members for review and comment prior to its submission to
the NIS Ca=ittee.

continues to attend the veekly Department of State meetings
on the collection of avert intelligence on Africa. After a half dozen
meetings the situation is as follows: The Army has a keen interest; the
Air Force still has not defined its interest; the Navy member does not
attend; the Office of the Secretary of Defense has no sustaining interest;
and GG/N continues to be the main substantive component concerned with
Africa in these meetings.
A meeting with2 C.14 b1 and Ch/G on the proposed PI manual for
Africa to be made resulted in the decision to go ahead
but to obtain oral backstopping fray Army, Air Force, ICA, State, and

conferred with ONE, concerning the
status of the Sinkiang-Mongolian border. The conference will be followed
.up by G.G/F preparation of a brief report on the topic.

gave two lectures this month, the first on ORR Research
Capabilities and Resources for the DD/P CLw course, and the second tm
his recent Africa trip for the Africa Roundtable. (Air Force and NSA
were represented at the Roundtable for the first time at this meeting.)
Excellent cooperation was provided by ERA for the first lecture.

In preparation for a lecture to be given in August
OM is to consult with OG/P personnel concerning the role of geographic
factors in the selection of sabotage targets and the actual destruction
of those targets. It Is anticipated that in the August sabotage course,
which will be a follow-up of that presented in April, OG/F and IR lectures
will be ccaztpleateatary -- IR to describe selected targets, and GG/F to
indicate the physical and cultural factors to be taken into consideration
in effectively sabotaging those targets.

gave a briefing on the Soviet Railroad network to members
of the U. S. Railroad Delegation who Will visit the USSR shortly. He
later received a eommen ationn from the head of the delegation on his

25X1 A9 attended the 14th Annual Meeting
of the Middle East Institute on 6 May 1960.
As a result of Mr. Sherman Kent's memorandum to Ch/G on "The Kurds
25X1 A9aj, 1959" has discussed the Kurd paper with additional DD/P
personnel, who could see nothing out of line in the statements regarding
possible unrest. A discussion of the subject with Department of State
personnel, without reference to the Kurd paper, brought similar reactions.
D. Problems
The large-scale effort on the USSR NIS Chapter IX contribution,
originally prograYmmed2& r1) beginning of the year, has been delay,3d
several times by the program. Meeting the July
deadline will require intensive utilization of much of the availably
manpower of GG/S in the. ne3M two months,

for and it is anticipated that he will be asked to
report for duty in GG/F in the Immediate future.

:has completed preparations to deliver a briefing to CINCNORAD
and Staff on Soviet activities in Antarctica in Colorado Springs, 6 June;
this briefing was formerly scheduled for 10 May.

through formal channels by the Iran desk and other intelligence personnel
