The Public BuilAings $ervice of the General Services Administration is acting as Construction Agent for the new CIA headquarters building pro- ject. On February 25, 1959, thirteen general contractors submitted bids for the superstructure and completion of the site work. On March 20, 1959, the Public Buildings Service recommended that CIA approve award of a contract to the Charles H. Tompkins Co and the J. A. Jones Construction Company of Washington, D. C., whose base id and aggregate bid for seven selected alter- nates totaling $33,287,600 were the lowest of the thirteen bids received. 2. The Public Buildings Service also recommends approval of an award of a separate contract in the amount of $1,122,669 to the Otis Elevator Company to provide elevators and escalators in the headquarters building. This bid was the lowest of four bids received for this work. 3. The Agencyls Architects, Harrison & Abramovitz? and the Technical Staff of CIA after a review of all the bids received have concurred in the above PBS recommendations. Accordingly, the Director of Central Intelligence Is giving his approval for PBS to award the contracts as recommended. 4. Of the original appropriation of $54,500,000 for this project, $8,500,000 has been transferred as directed by Congress to the National Park Service for the extension of the George Washington Memorial Parkway to the site. Ihis work is well under way and is expected to be completed late in 1954. 5. For the construction of the building, five contracts for clearing, grading, excavation and foundation work have already been awarded. It is estimated that the award of the superstructure and elevator contracts referred to above, plus provision for architects" fees, engineering supervision, reserves for contingencies during construction, and for additional contracts not yet awarded, will bring the total cost of the building to approximately $43,00000000 leaving a presently unallocated balance of about $3,000,000 out of the original appropriation of $46,000,000. 6. The Public Building's Service will issue a press release in the near future regarding this award.
