I have your letter of May 19 enclosing a copy of the letter you wrote to
Dick Russell.
I agree with him that it would not be good judgment to ask for an in-
creased authorization at this session of the Congress. I also know,
of course, that building costs are increasing all the time and, there-
fore, it is wiser to make your contract as soon as possible.
Naturally, I am disappointed that this is not going to house all your
employees as you had hoped. However, it is important that the building
be so constructed that it can be enlarged at a later date, when, as
and if it is wise to do so. Possibly this can be discussed, as you
say, early in the next session of the Congress. If the next Congress
increases your authorization, little time in the end will be lost.
I will, of course, be glad to discuss this with you in more detail at
any time you see fit. I also believe that the Subcommittee should get
together with you some time in the next month.
