3. The DCI talked to Chairman Vinson on the phone and
indicated he was sending a letter up explaining the funding problem
on our new building. The DCI instructed me to hand carry this
letter and to explain further details to Mr. Vinson. In the event
further discussion is necessary, the Director will seek an appoint-
