Approved For Release 2004/10/27 : CIA-RDP63T00245R000100220080-8 - 1' fr TRANSCRIPT OF BROADCAST By Fulton Lewis, Jr. Station WGMS at 7-7:15 P.M. 7 April 1958 I have here tonight from one of my correspondents in Munich, Germany, a report on the intelligence black market that is operat- ing there and in Vienna which involves Radio Free Europe in a new, very questionable activity which reads as follows, and this is a direct quote from this report. "When there are NATO maneuvers from time to time, Radio Free Europe press section personnel are invited, especially from the information and evaluation section, and editors from the desk which addresses the armies behind the iron curtain. On these occasions, these persons get some confi- dential material concerning military commanders, equipment,muni- tions, airfields, etc., which is to give them the background but in itself is not to be used for publication. All this material is rated as confidential or not for publication without consent by the responsible NATO authorities, but Radio Free Europe per- sonnel make a business of it. `After returning from the maneuvers, the material is sold at the intelligence blackmarket in Munich or Vienna. As proof, our own people have actually bought some of this material. It is obvious therefore that the Communists can buy whatever they want,toorf rom the Radio Free Europe personnel. In this case Radio Free Europe personnel sold the pictures and the personal records of American military commanders, of airplanes, and weap- ons for 50 German marks, that is about $12.50 American money. The security department of Radio Free Europe has had this called to their attention several times--but nothing has done. A wit- ness to the purchase of this material is available." (That's the end of this particular report.) He enclosed along with it in the form of microfilm a con- siderable list of documents not only American but British as well, including some photostatic copies which say, "Not to be reproduced without permission of Air Ministry Information Di- vision, then,Information Section Headquarters Second Tactical Air Force. There are close-up photographs of jet planes, some of them being serviced and worked upon--I should say 15 to 20 in all--and photostats of background on various air officers, most of it generals in the British Royal Air Force. The ma- terial is not world-shaking in content, in fact I imagine that much of it, of the personal information, could be obtained from regular information sources. I think its only fair to explain that the Radio Free Eu- rope personnel who involve themselves in such activities as this are not generally speaking the American personnel who are running the show from an administrative standpoint but rather are refugees who are employed on the staff of the Free Europe operation and are paid about 1,000 German marks a month. That figures out to about $250 a month, which is a reasonable enough salary in terms of living costs in Western Germany. But it is much more comfortable when supplemented by some outside income, of which there is plenty available in the intelligence black market. My correspondent reports to me that these people have no sense of loyalty to the organization of Radio Free Europe-- most of them are out of sympathy with the propaganda line which Radio Free Europe follows. It is just a job, an eating job, so far as they're concerned, and the security system of Free Eu- rope is so lax that most of these people have access to just about anything they want. A pretty picture, but the proof of the pudding is in the eating. And, in this case, my correspond- ent after all actually bought the material and paid for it, $12.50 worth.
