IN THE HOUSE OF REPRESENTATIVES Amur. 16,1959 Mr. SIKES submitted the following concurrent resolution; which was referred to the Committee on Rules CONCURRENT RESOLUTION Whereas the international Communist conspiracy has intensified its cold war against the United States and other countries of the free world to such a? degree that a state of emergency has arisen which requires new measures to neutralize the political, psychological, economic, and other nonmilitary weapons employed by Communist regimes: Now, therefore, be it 1 Resolved by the House of Representatives (the Senate 2 concurring), That there is hereby established a joint con- 3 gressional committee to be known as the Joint Congressional 4 Committee on Cold War Strategy (hereinafter referred to 5 as the "committee") . 6 The committee shall be composed of seven Members of 7 the Senate, appointed by the President of the Senate, and V HOR:VCDF Paqe,E 1 thru Approved For Release 2006/11/13: CIA-RDP63T00245R000100250007-6 Approved For Release 2006/11/13: CIA-RDP63T00245R000100250007-6 2 1 seven Members of the House of Representatives, appointed 2 by the Speaker of the House of Representatives. 3 A vacancy in the membership of the conunittee shall be 4 filled in the same manner as the original selection. The corn- 5 mittee shall elect a chairman and a vice chairman from 6 among its members, one of whom shall be a Member of the 7 Senate and the other a Member of the House of Representa- 8 tives. 9 It shall be the duty of the committee- 10 (a) To survey and analyze the overall and specific 11 objectives, strategy, and tactics of the international Cora- 12 munist conspiracy, and particularly the political, economic, 13 and subversive warfare activities currently and previously 14 waged by Communist regimes, with the view to determining 15 what additional measures must be taken to strengthen the 16 institutions of the countries of the free world, and what 17 additional programs the United States must develop to antiei- 18 pate and overcome cold war" aggression; and further 19 (b) To report, from time to time to the Senate and 20 the House of Representatives, the results and interpretation 21 of its investigations together with such recommendations it 22 deems necessary. Upon request, the committee shall aid 23 the standing committees of the Congress having legislative 24 jurisdiction of any part of programs concerning the defense 25 and security of the United States. Approved For Release 2006/11/13: CIA-RDP63T00245R000100250007-6 Approved For Release 2006/11/13: CIA-RDP63T00245R000100250007-6 4 r ? 3 1 The committee, or any subcommittee thereof, shall have 2 power to hold hearings and to sit and act at such places 3 and times within or outside of the United States, its Terri- 4 tories, and possessions, whether the Congress is in session, 5 has recessed, or adjourned, to require by subpena or other- 6 wise the attendance of such witnesses and the production of 7 such books, papers, and documents, to administer such oaths, 8 to take such testimony, and to make such expenditures, as it 9 deems necessary. Subpenas shall be issued under the signer 10 tune of the chairman or vice chairman of said committee, and 11 sha1 be served by any person designated by him. 12 The committee shall have power to employ and fix the 13 compensation of such officers, experts, and employees as it 14 the service of the joint committee on its request, without 15 regard to the Classification Act of 1949, as amended. Offi- 16 cers and employees of the Government shall be detailed to 17 the service of the joint committee on its request, without 18 additional compensation, and such officers and employees 19 shall be paid from the appropriation regularly available for 20 their salaries.
