Economic Defense Advisory Committee
Subject: Review of Multilateral Export Controls on Trade with Communist
China.
1. Reference is Economic Defense Advisory Committee report
dated February 29, 1956, subject "Review of Multilateral Export Con-
trols on Trade with Communist China" which was submitted to the Chair-
man, CFEP on March 1, 1956.
2. It is requested that EDAC arrange the items in Annex A of
reference report, (excepting the 34 items of least military significance
in. Tab A-1) into three groups based n the ascending order of strategic
and economic importance to Communist China as follows:
a,Q.The items or functional categories of least significance;
or functional categories of average significan
b. The items
ce The items or functional categories of greatest significa
nce.
3. Those items appearing on pages 43 .and 44 of Tab A-l of
reference report should be included in items or. functional categories
of leas significance. From the items collected by these instructions,
select those which. represent the best interests of the Free World,
taking into consideration the material in Annex B of reference .report.
4. Using the foregoing, prepare for consideration by the Council
on Foreign Economic Policy a recommended United States negotiating
position to be used in negotiations with the United Kingdom and other coun-
tries,.,
