ACEP Program Determination No, 1100 as revised establishes the general
composition of the U. S. Master Export Security List and the Attributes
and Standards for placing items on the List. ACEP Program Determination
No, 1101 as revised compiles the detailed listing of items, assigns
numbers, and indicates code symbols for certain items.
This Program Determination explains (a) the composition of the List;
(b) the numbering system used; and (c) coded references shoving;
1. Level of U. S. control to the Soviet bloc;
2. Destinational area of control; and
3. Character of U.S. control to friendly countries.

2. When the description of any item on the Lists contains no qualifica-
tions or specifications, it is regarded as including all varieties
of that item. Category and sub-category captions are only for con-
venience in reference and do not affect the interpretation of item
definiti.ons.
3. Any item (including plants) containing one or more embargoed com-
ponents should generally be treated as though it were on the embargo
list when the embargo component os? components are a principal ele-
