SUBJECT : Implementation of Directives
1. During the course of work of the Joint Study Group on
Foreign Intelligence Activities of the United States Government,
I directed that my staff concurrently prepare a study on the
implementation of intelligence directives.
2. The results are attached, with one section dealing with
each NSCID, except number 8, which was approved on 18 January 1961.
In presenting this we acknowledge that there may be additional
information that may be included and would gladly accept any
suggestions. We do feel, however, that this will prove to be a
useful check list on how well CIA is fulfilling its specific
obligations in the NSCID's and DCID's.
3. I would suggest that this list now be maintained on a
current basis and believe that the Office of the Assitant to the
Director for Coordination would be the appropriate unit to do this.
