Attached is a survey of CIA Regulations conducted,
by this Staff. It is suggested that you may wish to send
copies of this survey to the DDS, DD/P, and DD/I for
comments.

SURVEY OF CIA BR UTATIONS
I? ACHIEVING A RDGUTATORY SYSTEM
A. For the last three years the Agency has had a workable regulatory
system. On 26 February 1953, Regulation _ was issued as the first
formal expression of the results of the survey of regulations conducted
by the DDCI at the request of the DCI. That regulation, and the three
related regulations issued shortly thereafter,* established a thorough,
inclusive, and unified system for Agency regulatory materials in that
they delineated types of issuances, established basic categories and
defined intra-office issuances.
B. At the present time,
per cent of the regulatory material
in force is in accord with the Agency regulatory system. Out of the
individual issuances currently in force,

0
are properly within the system
conforming to the requirements as to type and category.
L liddividual issuances are outside the system, in that they are either
relics of previous systems, remnants of an initial false start in 1953, or
substance they are Agency regulations.
C. These are the two outstanding conclusions of this survey: that the
Agency has a workable regulatory system; that the Agency has not yet half
achieved that system. Other conclusions and recommendations to improve

the system will be treated later, after the following specific reconmenda-
tions designed to achieve that system:
