The Central Intelligenoe Agency proposes to enter into a contract
Lrd-Atomic,, Inc., Cambridge, Massachusetts for the procure-
repair and replaezament of an. Amplifier Box used on the
t and a one ur kit of Spare Parts for the IR
,by find that this procureiceent, Project CHALICE (NAVY) is
estimated to coat 1120000.00 and is chargeable during Fiscal Year
1959 to Navy Funds and is for the repair of an Amplifier Unit and
a kit of Spare parts for the Navy iR Unit. I also find that this
pr+oOUreMent is in the interest of National Defense and that it will
be certified by the Director of Central Intelligence in accordance
with procedure approved by the DCI on 15 December 1956, to be
objects of a contidsntial, extraordinary and emergency nature and
therefore within the purview of procurement authority of the Agency
an stated in Section 10(b) of Public Law 110, Slat Congress,
Procureaeant by toraa1 adv*rtiatng of the services called for by the
proposed Contract No. NT B-5321G would result in public disclosure
of the nature and character of the equipasnt and its intended
operation use would thereby jeopardize the security of this
projec
I hereby determine,, as Contracting Officer for this contract
that the necessity and authority for negotiation of this contract
have been adequately documented by proper Agency authority, and
that the proposed contract must necessarily be negotiated without
forma advertising.
