1. It is my desire, and I hereby direct, tht, al 'Federal
foreign intolligence activities be planned, developed end co-
ordinated so as to assure the Tost offistive accomplishent of
the intelii,mnco mission related to the national security.

1,11t,';lority to accomplish this purpose.
2. Athin the limits of availablo appropriations, you shall
each from time to time assign persons and facilities from your
respective -epartments? which persons -shall :2ollectively form
a 'entral Intelligence Group and shall, under the direction .of
a Arector of Central Intelthence, assist the National Intelli-
!.ance Authority. The Arector of '2.enimal Intelligence shall

thereof.

Central Intelligence for correlation, syaluation or dissemina-
tion. To the extent ApproVed by the Metional Intelligence
feithority, the oderstions of said intelligence agencies shell
be open to inspection by the Ifireetoffle Central Intelligence in
connection with planning functions.
6. The existing intelligence agencies of your Departments
shell continue to collect, eveleAte, correlate and disselinte
departmental intellieence.
7. The Director of :Antral Intelligence shall be advised by
an Intelli:ence eviaory Eoard consisting of the heads (or their
representatives) of the principal military and civilian intelli-
gence reencies of the eovernment having functions related to
national eecurite, as determined by the eational intellieence
4ethority.
8. ithin the scope of existire; law and 'residential direc-
tives, other deeartients and eeencies of the executive branch
of the Isederal eovernment shall furnish such intelligence infore
mation relatine to the national security as is in their posses-
sion, and as the Direotor of 3entral Intelligence may from tile
to time request pursuant to regulations of the National Intel-
ligence .uthority.

of investigations inside the continental limits of the United
states and its possessions, except as erovided by law and
