1. t-Iursuant to the 'resident's letter of 22 t;aauary 1946,
designating the undersi-ned as .he National intelligence A.uthority,
the Central Intelligence ?:oup is hereby constituted and will te
activated this date by the Director of Central Intelligence. In
accordance with personnel authorizations approved by this Jut!-iority,
the Departments of state, Jar, and the Navy will assign jersonnel
to the Central Intelligence Group, and make reliefs and replacements,
upon the Director's requisition. The aproved initial persomiel
authorization is enclosed (Appendix
2. The i,!itial =authorization provides the minimum Personnel
necessary for the tasks of orgga.nizing, surveying pressing; prob-
legs, and meeting initial requirements. As soon as practicable
the .dire ator will sui?rmit his recommendations for augmentation
of the Group.
3. Initial principal offices anti sub-divisions shall be as
shown on the chuty.

necessary adrainist,rative and security functions of the Ircup,
and will provide the Secretariat for the National Intelligence

activities related to the national security, and in preparing

accomplishment of the national intelligence mission.
e. Central Intelligence Services - The Central Intelligence
Services shall be such operating agencies as may hereafter

determined that, in furtherance of the cooperative policies and

a. ThepcIrtment of State shall have primary responsibility
for the collection abroad for all government agencies of
inforriation in the basic sciences. The t?epartment of State
will nlao collect information in such additional scientific
and technical fields as is necessary to meet the require-
ments of government agencies other than the :apartment of
Defense and, when requested, requirements of the Department
of *'ense, utilizing whenever preetieable the facilities
of the i.epartment of State for collection in the basic
sciences. Close collaboration and consultation will be
aaintr.'ined between all scientific representatives at U.S.
missions abroad so that all scientific requirements can
be satisfied with minissa.m duplication and maximum utili-
zation of personnel. The scientific representatives. of
the epart:aent of State shall be available to servo as
scientific consultants to the military representatives.
b. The irector of Central Intelligence, in collaboration
with pertinent agencies, ;hall determine those countries
which have informational potential in fields of basic and
applied sciences, as related to the national security.
c. !or the purpose of inducing exchanges with foreign
countries, the Lepartaent of Defense shall provide the
Lepartment of State with available unclassified informa-
tion pertaining to the basic sciences.
d. in order to provide for the collection of the data
which is the responsibility of the i:epartment of States
the Department of State shall take appropriate measures
to obtain the necessary funds from the Congress or from
the agencies served,, other than the r:epartment of D efenee,
and will appoint, as practicable, specially qualified scien-
tific and technical personnel to selected United States

Pursuant to the provisions of Section 102 of the National Security
Act of 19147, as amended, and for the purposes enunciated in paragraphs
(d) and (e) thereof, the National Security Council hereby authorizes and
directs that:
1. The Director of Central Intelligence shall insure the coordina-
tion of the procurement of foreign language publications for intelligence
purposes, it being understood that captured documents are excepted from
this provision.
2. The Director of Central Intelligence shall provide? as a primary
responsibility, for the following services to the IAC agencies,
as Preparing and disseminating English language excerpts,
summaries, abstracts, and compilations from foreign language pub.
lications.
b. ?'Developing and maintaining indexes, accession lists, and
reference services regarding foreign language publications of
intelligence interest.
3? The Director of Central Intelligence shall insure the coordina-
tion of the above activities, as well as the coordination of translation
services, with similar activities maintained by the intelligence agencies

in accordance with their needs; ouch coordination shall not prejudice
the maintenance of facilities necessary to meet departmental demands.
4. The intelliqeenee agencies of the Cxovernment shall grant to the
Director of Central Intelligence, upon request, access to foreign lanquDge
publications in their possession.
5. An Advisory Comr-tittee on Foreign Language Publications shall be
established to assist the Director of Central Intelligence in the imple-
mentation of this directive. It shall be composed of the IAC agencies
and other agencies of the 0overrment wU,i be invited to sit with the
Committee on matters which concern them.

Pursuant to the provisions of paragraph 3 of IT No. 3, and in
order to achieve coordination in the production of scientific intelli-
gence, now unallocated under CIj No. 3#a per`innent inti-rdepart.aental
scientific Intelligence Co,a' ittee to kept established to )Ian, support
and coordinate the production of scisq if+jc intelligence as it affects
the national security.
1. his L.cientific Intelligence Committee shall act under
the ?hair aanshi p of a representative of Cl; and shall be cc.:aposed
of desi4nated representatives from CIA (Chair san), epart~eent of
State, Department of the Arty, Department of the ..' vy, ?epvrt ent
of their Force, and !tonic Energy Commission, and such other ad
hoc members as may be determined necessary by the regular comaittee
members. In order to maintain; continuity and stability, each de-
partment and agency mentioned *Bwve will designate a regular
member and, if desired, an alt ate by transmitting names and
titles to the Director of Central Intelligence. This action will
not preclude the attonditnce at committee meetings of such additional
persons as may be technioall,y and otherwise qualified to discuss
a particular subject under consideration by the committee.
2. The Scientific Intelligence Committee will establish its
methods of procedure.
3. The Scientific intelligence Committee will meet on matters
pertaining to scientific intelligence:
a. to determine the scientific fields in which intelli-
gence effort is required;
b. to establish, on the basis of need, ad hoc and perma-
nent interdepartmental working committees in specific sub-
divisions of scientific intelligence to ensure adequate coverage
of the field,
co to establish appropriate frames of reference for each
working committee;
d. to resolve differences arising between or within working
committees regarding priorities for production and other perti-
nent matters.

others as may be deemed necessary by the Scientific Intelli-

a. formulation of national requirements;

C. evaluation of the adequacy of collection acti-
vities with the object of achieving fullest coordination

d. allocation, by agreement of the lAG agencies,
of responsibilities for production by the various
participating agencies;
e. informing of the interested agencies of work
in progress;
f. maintenance of the fullest exchange of avail-
able information;
g. Preparation of coordinated reports, showing IAC
concurrence or non-concurrence, which present the best
available intelligence.
5. The Chairman of the Sei stific :intelligence Committee
will become the coordinator for Chapter VII of the National
Intelligence Survey.
6. Liaison will be established with the ifesearch and
development oard to ascertain its requirements and plan
appropriate means for their resolution.
7. Any problem which cannot be resolved satisfactorily
by the Scientific Intelligence Committee will be referred,
with appropriate recommendations, to the DCI for consideration
by the Intelligence Advisory Co itteee.

matter involved.
