1. In reply to the reference memorandurg, initial study
by the Central Intelligence Group indicates that it may be desirable
that all papers published and distributed by the intelli^_ence agencies
subject to coordination by the National Intelligence Authority should
be reviewed by an agent of that Authority with a view to eliminating undesir-
able duplication and unnecessary reports, and curtailing excessive dis-
tribution.
