PUBLICATIONS REVIEW COhMaI TTEE Memorandum by the Director of Central Intelligence with unanimous concurrence by the Intelligence Advisory Board ORGANIZATION 1. Under the authority of paragraph 3b of the President's letter of 22 January 1946, establishing the National. Intelligence Authority, and paragraph 3 of N.I.A. Directive No. 1, there is hereby established a Publications Review Committee as a permanent operating committee to review all intelligence papers published and distributed by the intelli- gence agencies of the State 'War and Na De artments, and to make periodic to the ating duplication and unnecessary reports, and curtailing excessive distribution. The composition, functions, and procedure of the Committee are defined herein. MEMBERSHIP 2. The basic membership of the Publications Review Committee shall consist of one representative each of the permanent members of the Intelligence Advisory Board, and one representative each of the Central Planning Staff and Central Reports Staff 3. Review all intelligence publications of the Office of Intelli- gi!~nce Coordination and Liaison, Military Intelligence Dam, Office of Naval Intelligence, and Assistant Chief{''-Air Staff;vInt lligence, originating within the continental United States containing more than 5,000 words and/or 20 illustrations, charts, etc., and with a proposed circulation of more than 100 copies, with a view to: (1) Approving those papers proposed for initial publication; (2) Recommending to the Intelligence Advisory Board: (a) Those Tapers for joint publication; (b) Those papers which should be discontinued; (c) The limits of distribution of approved papers. b. The Committee shall have no planning functions except those pertaining specifically to its own operations. PROCEDURE 6. The Publications Review Committee: a. Shall establish its ovm method of internal procedure; b. Shall, if unable to reach agreement promptly, submit to the Intelligence Advisory Board through the Director of Central Intelligence, a report indicating wherein the members disagree, in order that the Intelligence Advisory Board may take appropriate action; c. Bay delegate its functions to subcommittees, and may invite representation thereon of departments or agencies other than those mentioned in paragraph 2 above; d. Is authorized to request of United States Governmental depart- ments or agencies information required for the performance of its duties.
