CONFIDENTIAL DIRECTIVE ISSUED ON JANUARY 16, 1942s BY THE PRESIDENT TO
THE HEADS OF THE GOVERNMENT DEPARTMENTS AND AGENCIES CONCERNED:
In accordance with previous instructions the Federal Bureau of
Investigation has set up a Special Intelligence Service covering the Western
Hemisphere, with Agents in Mexico, Central America, South America, the
Caribbean, and Canada. Close contact and liaison have been established with
the corresponding Intelligence officials of these countries.
In order to have all responsibility for this type of informa-
tion centered in the Federal Bureau of Investigation in this field, I hereby
approve this assignment and request the heads of all Government Departments
and Agencies concerned with it to clear directly with the Federal Bureau of
Investigation in connection with any such intelligence work contemplated
within the sphere indicated.
The Director of the Federal Bureau of Investigation is authorized
and instructed to convene meetings of the chiefs of the corresponding Intel-
ligence Services operating in the Western Hemisphere and to maintain liaison
with all Intelligence Agencies operating in the Western Hemisphere.
