the President's Directive of 22 January 1946. After examining
all the factors, it appeared that a finding could be justified
as follows: The most efficient system will be for the 'gar
Department to operate the service, in such a way as to carry
out collecting and distributing missions assigned by the Director,
Central Intelligence Group.
