The Presidential directive estahliehing the N.I.A. and the C.I.C.,
dated 22 January 1946, was the enclosure to Directive No. 31
obruary 1946, Hence, a statement contained in the SINCC ad hoc
report of 5 February 1946, that there was no existing diRrEgintal

The ,?4 committees therefore recommended that MCC set up a
contra committee -pith a State Department chairman in order to ammo
047 Board functions, It should be noted4 furthermore that, even during the
period this matter is under study (January April 1946): C.I.G. was just being
organised, personnel procured and initial policyprocedures established.
2. In viewof the fact that it took over eix months to set up the BINGO

Mr. Appleby, ia:tho referenced letter, believes that ahould
undertake this security activity, Although I agree pith bin in principle, I
feel that ee should attend a few of the meeting* to determine if there is a
real necessity for such a Board. If there is, it "JAI be very easy to put it
under and directly influence its activities by announcing a member of the
04.0. as coordinator, possibly even as chairman, depending on the degree of
control desired.
4. It 54 quite evident that there are many other intelligence activities
under the 3tetc-Wer4avy Coordinating Committee, Joint Intelligence Committee
other comparable bodies 'which eventually should be taken under the sing of
0. I slete survey of these bodies might well be initiated to determine
? activit es which lend themselves to M.A. (C.I.00 control. Up to this
some Similar surveys have been initiatedl but on slither a piece-meal basis.
over-all survey is conducted, a high-level policy decision must be made as
far N.I.A. (0.1.00 should go in assuming direct staff supervision of
common-interest intelligence activities.
5. It is believed that Mr, Applobyis letter to Mr. Anderson saw result
in N.I.A. being requested to assume staff supervision of the Security Advisory
Board activity at a somewhat earlier date than was anticipated in our recent
memmendation to Admiral Souerse It is, therefore, recommended that we await
further action on the part of either Mr. Appleby or Kr. Anderson, Acting Chairman
of the Board, and if this does not materialise, to continue under the current
recommendations made by the Central Planning Staff to Admiral Souers on this,
natter.
