To determine the disposition of USSBS Files. FACTS AND DISCUSSION 2. USSBS was organized by the Secretary of Viar on 3 November 1944 at the direction of the President. It has made studies of the effects of aerial attack in Europe and Japan. The approaching completion of the Survey makes it necessary to provide for the disposition of the Files. These Files include printed reports, documents, microfilm, and photostats resulting from the USSBS investigations, some of which will certainly be of value to one or more of the agencies subject to N.I.A. coordination for future investigations in the military, economic and other fields. The Files are located at Gravelly Point and will amount to upwards of 150 filing cabinets. 3. Mr. D'Olier, Chairman of USSBS, has suggested to the Director of Central. Intelligence that the Central Intelligence Group take action to provide for the screening of the materials by the member agencies, and for the disposition of the materials selected to be retained so that they will be properly safeguarded and maintained and made available for future use. L1.. Prompt action is desirable in view of the diminishing personnel and approaching liquidation of USSBS. 5. The Central Planning Staff is of the opinion that the C.I.G. may properly and should take cognizance of this problem, as a matter of common concern to member agencies. 6. The Central Planning Staff has prepared a draft of proposed action by C.I.G., consisting of a memorandum from the Director of Central Intelligence to the members of the Intelligence Advisory Board, forwarding a draft directive providing for the necessary action.
