SUBJECT: Conference with Officials of
the Bureau of the Census

1. upon the request of the Bureau of the Census, members of
the Central Planning Staff, Central Intelligence Group, " have had
informal conversations with Dr. A. Ross Eckier, Chief Social Sci-
ence Analyst, and Dr. A. J. Jaffe, Statistician, of the Bureau of
the Census.
2. These gentlemen state that in the course of routine
United States census operations, the Bureau automatically learns
much about the techniques of foreign countries in census and re-
lated matters. With such knowledge, the Bureau of the Census is
able to produce important population analyses of foreign countries
and probably can perform other important services for intelligence
agencies concerned with the national security.
3. In order that the Bureau of the Census may offer a pre-
sentation of its potential services, a conference has been arranged
for 1400 hours (2:00 PM) on Monday, 8 April 1946, on the fifth floor
of the New War Department Building, 21st Street and Virginia Avenue,
N.W. (Room 5161).
4. lou are requested to designate a representative or repre-
sentativea to attend the conference noted in 4, above. It is re-
quested that this office be informed of the name and official capa-
city of each representative designated.
