SUBJECT: Planning Directive No. 26, issued 30 April 1946:
Subject: Proposal for the Establishment of a
Central Photographic Intelligence Agency
1. The undersigned in his capacity as Acting Executive,
Support Branch, made a preliminary survey of the problems involved under
the terms of Planning Directive No. 26, issued 30 April 1946: Subject:
Proposal for the Establishment of a Central Photo Intelligence Agency.
2. Captain Dudley P. Lee, Chief, Staff Service Photo
Section, Army Map Service who prepared the basic study which proposed the
establishment of a Central Photo Intelligence Agency was interviewed. The
undersigned, in company with the Captain, examined the resources of Cap-
tain Lee's Section. As a result of this, Captain Lee was asked to furnish
certain basic information (see copy of document attached as TAB A).
3. A survey was made by the undersigned of the Pictorial
Records Section, State Department. Attached as TAB B is an inventory re-
port of that section. These records are stored in the Archives Building
and Archives is trying to secure a return of the space where these records
are stored. Efforts are being made to secure cooperation of proper author-
ities to leave these records in present location pending disposition of
proposal outlined by Planning Directive No. 26. The Chief, Pictorial
Records Section, State Department, has been requested for a report on the
activities of the Section, i.e. number of requests made for photos, etc.
The Intelligence Liaison Officer for State, Mr. Frederick G. Kilgour, has
been requested to secure an evaluation of the need for such a section from
the customers in State making use of the service.
4. An informal survey was made of A-2 photographic
section in company with the A-2 Intelligence Liaison Officer, Major Glowa,
to familiarize the undersigned with A-2's methods and procedures in con-
nection with A-2 Photo Intelligence.

5. It is planned to make similar surveys of the
following organizations:

Army Map Service
Captain Lee is making the necessary arrangements and will work through
the designated Intelligence Liaison Officer to the GIG.
