1. Reference (a), paragraph 1, states the basic policy of the
National Intr llig-nce Authority with respect to the subject.- It
ri%quires that the-participation-of the State, ttarariid Navy Depart
meats be 0a quate and equitablesn and. that the Ar'n Air Forces be
represented ana basis similar to that of the Army and the Navy.
2. The detailed initial pe*rsonne+l-authorization tot' the
Central Reports Staff is sat forth in Refere?nc`e (b), Appendix "A".
