SUBJECT: Organization of the Contra,. Reports Staff

At the Council meeting on 2 April, qtr.
raised the question retarding his proposed re on
of the organization of the Central Reports Staff. He stated
that he was in receipt of a copy of a memorandum from the
Planning Staff to the Admiral on the ewe subject.
Admiral Souers decided that r. - should submit
a memorandum of his proposed revision to the Secretary
who would then forward it to the Planning Staff for
study.
