2. Paragraph 3.b. appears to be somewhat optimistic in its sug-
gestion of "a continuing study by the best brains of the nation." To
recover the services of tithe best brains of the nation" will be a
matter in which the support of the Support Branch appears to be essential.
3. Recommend that the organization of an interim collection-research
committee, suggested in paragraph 5 of the basic communication, be author-
ized for early execution.
