had been laid before the Bxsoutive Committee of the Army-Navy Munitions Board.
The study indiOated that national security requires that the United States have

reserves, transportation required for exploitation* labor oonditions and general
production costs:. The study also pointed out that past serious deficiencies of
intalligence in thip field had adversely affected the mar program. For disposition

Pureuant to Planning Directive No. 14* the Intelligence Branch and Informs
