In compliance with the instructions in paragraphs 2a, b and c of Planning Directive No. 114, the following is submitted: a. Copies of Army-Navy Munitions Board memorandum and enclosure have been supplied to Policy and Review Branch and Information Branch (5 April 1916). b. General Sorensen advised the writer (1 April 191.6) that no action has been taken on the memorandum or enclosure, as it was decided to await the development of N.I.A. and C.I.G. c. Reference paragraph 1c (1) of Planning Directive No. 14, (action to make sure that EEI properly reflect the needs in A-N.MB memorandum) we could either ask Central Reports Staff to check it when departmental EEI's come to them for review and coordination, or we could presumably take informal action to check the EEI's as they now stand. It seems virtually certain that Army and Navy EEI's cover the general question of foreign raw materials resources, trans- portation facilities available for exploitation of such resources, etQ. On the other hand, it is doubtful that any thorough-going attack on the question, such as A-NVIB envisage, is being made or planned. d. Reference paragraph lc (2) of Planning Directive No. 14, (action to insure-that such information is kept current and checked for adequacy), this is part of the over-all similar problem for all classes of intelligence information. Unless there is some reason for special urgency in this case, it is recommended that this problem be deferred until it is taken care of in the course of planning for the over-all program.
