MEMORANDUM TO CHIEF, CENTRAL PLANNING STAFF
SUBJECT: "Resources Potential Program"
1. Returning to the attack, the following is offered:-
a. The Planning Directives, Series 14, do not cover
the problem presented in General Sorensen's paper;
b. The problem presented in that paper is, primarily,
an information collection problem.
2. With reference to and quoting from General Sorensen's
paper:-
a. "THE PROBLEM. 1. To consider and make recommendations
relative tive ~o the establishment of a long-range contin-
uous program involving the location of various raw
materials abroad, the grades and reserves, transpor-
tation facilities required for exploitation, labor
conditions and general productions costs." This
statement concerns only information collection and
does not involve, or even invite, consideration of
the processing of the information into intelligenceo
b. Each of the paragraphs under the heading "THE FACTS
BEARING ON THE PROBLEM" repeats and accentuates the
need ?or information.
