The Secretary, N.I.A., recently furnished the Central Planning Staff a memorRndum of 7 November, 1945, above subject, from Brig. General Edgar P. Sorensen to Mr. Alfred McCormack, General Sorensen enclosed a copy of a study than before the Executive Committee of the Army-Navy Munitiens Board. The study showed how national security requires that the U. S. Have complete information on the location of various raw materials abroad, the grades and reserves, transportation facilities required for exploitation, labor conditions and general production costs. The study also pointed out that serious deficiencies of intelligence in this field had adversely affected the war program. b. The onlynerming Staff copies of General Sorensen 'a memorandum (in ailicate) and the enclosure thereto (single copy only) are enclosed finder the original of this directive for file in the Intelligence Branch. c. While these papers were not referred to C.I.G. for action nevertheless the Central Planning Staff should consider them carefully forapurposess (1) To determine what action should be taken by C.I.G. to assure that the Essential Elements of Information will properly reflect the needs outlined in General Sorensents memorandum.
