The President's Letter of 22 January l916 designated the
National Intelligence Authority as responsible for planning, developing,
and coordinating all federal foreign intelligence activities so as to
assure the most effective accomplis1 (lent of the intelligence mission
related to the national security and made the Director of Central Intel-
ligence responsible for recommending to the N.I.A. the establishment of
the necessary overall policies and objectives to accomplish the above.
2. Pursuant to the above, it is essential that a broad program
be initiated which will govern the direction,, coordination and super-
vision of the operations which produce intelligence related to the
national security. The initial requirement in such a program should be
definition of the missions there must be a clearly defined goal toward
which the entire federal foreign intelligence producing effort related
