C. 3 May, 19}6 M liORANDUM FOR CHIEF OF PLANNING STAFF SUBJECT: Foreign Industrial Establishments In compliance with oral instructions of Deputy Chief, C.P.S., interviewed representatives of JANAID, MIS and State and report the following; a. Each of the above agencies is equally interested in the compi'Tation of data on the subject, but for different reasons, namely: JANAID - bombing objectives; MIS - war potential; State - determination of the importance of individual industrial plants in the economic structure of any particular area, for con- sideration in boundary disputes. be At the present time JANAID, MIS and State are making such studies in an uncoordinated effort. c. In addition, Commerce, Federal Power Commission, Bureau of Mines and U. S. Tariff Commission have an interest in such studies. d. JANAID, MIS and State do not feel that coordination of effort on this project of common interest can be effected without a directive from C.I.G. e. The availability of information on this subject in this country is estimated to be from 75% to 90% complete, with at least 75% of the total in Washington, in scattered locations* f. Each of the parties interviewed considered it most impor- tant To explore the information available in Washington at the earliest practicable date and to proceed with efforts to check the accuracy and up-to-date nature of this information before initiating a plan to obtain the remaining 25% to 10% necessary to complete the file and to keep it current. . Col. Lovell of MIS feels that effort should be made to canvass industry in this country for such information, concurrently with the exploitation of the information available in Washington, and that personnel for and the direction of this effort should come from C.I.G. Based upon the foregoing, it is recommended that an ad hoc committee be formed, comprised of representatives of JANAID, MI ONI, State, Commerce and one representative from each of the Infor- mation and Intelligence Branches of the Central Planning Staff; this committee to conduct a survey to determine: a. The best method of coordinating the efforts now being made by all agencies of the government to compile data on Foreign Industrial Establishments. b. The necessity for obtaining additional information on this subject through: (1) U. S. Industries, Banks and similar commercial sources; (2) Other Intelligence sources* c. The necessity for further additional information and, if such necessity exist*,the best means for obtaining it. 3. The Navy. Department (ONI) has requested the best possible priority on this survey.
