The suggestion by Mr. Finan, to which you refer in
the reference memorandum, was not made formally and was not
intended to be an "official suggestion of the State Depart-
ment" requiring any formal procedure by the Central Planning
Staff.
The general gist of his suggestion which I commun-
icated to you was as follows:
those documents might be Considered in connection with Mr.
proposal regarding "Intelligence on Foreign Petro-
leum Developments". It was also suggested that the receipt of
these documents might '' ly action, possibly of an in-
terim nature, on Mr. ust proposal.
As I understand it, Mr. Finan made these suggestions
in good faith but without any intention of prejudicing C.I.G.
consideration of this matter. It is therefore entirely a mat-
ter for the Central Planning Staff to decide whether they will
ignore, consider, reject, or accept the above suggestions.
