MEMORANDUT FOR THE CHIEF, CENTRAL PLANNING STAFF:
Subject: Planning Directive No. 9a.
1. Enclosure to Planning Directive No. 9a has been studied.
With reference to sub-paragraphs (a) and (b), it is recommended that
the minor amendment suggested not be approved. The provision for
the committee to select a chairman and a secretary is believed
consistent with normal practice. It is understood that the State
Department has designated the present secretary of the committee
as its representative. If the wording of this particular sent-
ence should be changed as suggested, it would require a redesignation
of the State Department representative.
2. With regard to sub-paragraph (c), it is recommended that
the suggested amendment not be approved. The Working Committee
necessarily must be flexible as to membership. In a recent meeting
for discussion of a particular paper, 20 people were required on the
Working Committee. It would be impossible to do the job required if
only one officer and one clerical rating were furnished by each agency
represented on the Working Committee.

MEMO FOR THE RECORD:
I contacted Captain Phelan of ONI with regard to these comments.
He does not object to leaving the paper as it is, butprefers not to
change the recommendation suggested in sub-paragraphs (a) and (b)
since he has already cleared them with Admiral Inglis. With regard
to the suggestion contained in sub-paragraph (c), he was willing to
take it up with the Chief of ONI since that comment had been added
after the paper left his office anc he dii not concur in it. I told
