1. Enclosed draft of 2 May has been examined. I believe its present form is objection-
able, in that it divides responsibility between the Chief, Central Planning Staff, and a
subordinate. The Chief, Central Planning Staff, should be held unequivocally responsible,
or else the proposed coordinator should be detached from the Planning Staff and made re-
sponsible directly to the Admiral,
2. The memorandum would be acceptable if the following changes were made:
In paragraph 2, second line, change "selected" to "appointed".
b. Change paragraph 3 so that it will read as followss
"This coordinator is.hereby authorizedj, subject to your direction,
to act for me, when practicable, in deciding matters upon which the
Planning Committee disagrees, except in matters of major policy. The
coordinator will submit to you any case of disagreement which he is not
empowered to decide. You will then submit a report of the matter, with
your comments and recommendations." 25X1A
