GENERAL SUMMARY This report describes the in-plant field-engineering activities for Requirements 1 and 3, and covers the period from 1 March through 31 March 1959. Funding for these activities is provided under a Time and Materials Contract covering the period 1 January through 30 June 1959. The activities covered by this report are divided into five general categories: supervision, training, field modifications, general field support, and repair and retrofit. Section 7 of the report is a cost summary showing funds expended under the Time and Materials Contract through 31 March 1959. Supervisory activities during the report period included manage- ment of final phases of Contract A-101, planning and liaision with Edwards AFB, and preparation of a proposal for field engineering services under Requirement '4 for the fiscal, year 1960. In--plant field support activities during the report period included publication of 4. Field Service Bulletins, submission of 3 Change Pro- posals to Customer C, completion of an engineering study on r-f noise generated by the System 1 and 3 Information Recorder, replies to three Unsatisfactory Reports submitted to Customer C, completion of environ- mental tests on System 4, Serial 107, and repair of a substantial number of major components and subassemblies under the in-plant Repair and Retrofit program. 2. SUPERVISORY ACTIVITIES a. General and Administrative As indicated in previous reports, management of all activity during final phases of Contract A-101 is being handled by the contractor Field Engineering organization. No "loose ends" are expected, and it is probable that a surplus of contractual funds will be refunded to all Customers. A central project office is being set up within the Field Engineering organization to coordinate all activities under those contracts administered by the Customer A contracting officer. These contracts include A-101, A-102, A-103, HF-A-104, and HF-CT-699. This step was taken to provide improved product support and better control of contract expendi- tures. During the report period, Field Engineering engaged in planning and liaison with Edwards AFB in connection with sched- uling of System 4 activities under the FOG program, with the vehicle noise study program, and with Customer As System 7 activity. Briefing materials and technical data were supplied to Customer A personnel at Edwards. Additional management activity during the report period in- cluded preparation of a proposal for a Time and Materials con- tract covering field engineering services for Customer D during fiscal 1960. A similar proposal covering similar services for Customers A and C will be prepared during the next report inter- val. No new Field Engineering personnel were hired during the period covered by this report. Orientation and Technical Briefings There were no orientations or technical briefings at the plant during the month of March. 3. TRAINING a. In--Plant Training Program 25X1A b. Training Aids Preparation of training aids is behind schedule because of a shortage of available qualified personnel. However, every effort will be made to complete the training aids for the Data Reduction System by the close of fiscal 1959. 4. FIELD MODIFICATIONS a. A and C) Modification kits for FSB 3-4 were shipped during the report period, and kits for the remaining bulletins will be shipped as soon as parts are available. b. Change Proposals The submission of informal Change Proposals is a recently estab- lished requirement for field modifications of Customer C equipment. The following Change Proposals were submitted to the project office on 31 March 1959: No. 1 - Modification of System 1 and System 3 Information Recorder to reduce r-f noise No. 2 - Modification of System 1 Modular Unit to eliminate interference with Radio Compass AN/ARN-6 No. 3 - Modification of System 3 Power Supply to eliminate interference with Radio Compass AN/ARN-6 A copy of Change Proposal No. 1 was also forwarded to Customer A Headquarters with copies of the engineering study reports on the Information Recorder and System 3. GENERAL FIELD SUPPORT Activities in this area include the engineering work involved in answering queries and solving special problems encountered in the field; procurement and shipment of special parts not available through normal channels; and processing and analysis of fault reports. These activities are handled on a day-to-day basis and a detailed description is beyond the scope of this report. Publication of the informal Technical Information Bulletins, containing service and troubleshooting hints and similar data, is continuing. Three bulletins were issued during the period covered by this report and three more are in preparation. b. Special Projects 25X1 D The engineering study of r-f noise generated by the Information Recorder, mentioned in the last progress report, was completed during the report period and a Change Proposal was submitted to the Customer C project officer. (See paragraph 4b.) The engi- neering study and redesign of encapsulated subassemblies for System 3 is continuing.. c. System 4 Environmental. and Flight Tests (Customer C) Environmental testing on System 4, Serial 107, was completed on 6 March. The system will be shipped to Customer C after minor repair and rework at the plant. Laboratory checkout of Serial 102 in preparation for environmental tests was nearing com- pletion at the close of the report period. Serial 102 is scheduled for flight testing in conjunction with the noise-study program at Edwards AFB. 6. COST SUMMARY A summary of costs for Field Engineering Services under the Time and Materials Contract is tabulated on the following page. The costs shown are for the period 2 February through 29 March 1959. Costs for the month of January 1959 were proposed under the time and materials contract but were charged to Contract A101. Provision- al billing rates have been authorized for the Time and Materials Contract and the January costs will be transferred to T and M.
