MEMORANDUM FOR THE RECORD
SUBJECT: Meeting with Carl Vinson (D., Georgia)
1. In a short meeting with Mr. Carl Vinson l$`January 1962, prior
to briefing the CIA Subcommittee of House Armed Services), with Bob
2. The Director then mentioned that our newest estimates on Soviet
missiles were based to a considerable degree on the successful photography
of the Discoverer satellite and that we were having considerable success
with the satellite program.
3. There was careful consideration of the extent to which the Sub-
committee should be briefed on the above matters. There seemed to be
general concensus that we would brief the Subcommittee when the other
Committees were briefed, although Mr. Vinson said this was a matter
entirely u p to the Director's discretion. The various considerations and
pros and cons were weighed carefully, and Mr. Vinson discussed this
matter candidly with us.
