MEMORANDUM FOR THE RECORD
SUBJECT: Mr. McCone's Meeting with Representative Carl Vinson -
16 January 1962
1. At the request of Chairman Carl Vinson, Mr. McCone,
accompanied by John S. Warner, met with the Chairman this morning
for approximately 45 minutes. Also present were: Representative
Leslie C. Arend* and Representative L. Mendel Rivers, with Robert
Smart, Chief Counsel of House Armed Services Committee, attending.
Mr. Vinson indicated he would like to bear from the Director anything
he cared to offer. The Director then touched on his desire and
mandate to concentrate more on the over-all coordination aspects of
the intelligence job with the Deputy Director of Central Intelligence
acting as the chief executive officer and manager of the Agency. In
response to a question, Mr. McCone indicated that this was not a
basic shift of responsibility under the statute but was simply a change
of emphasis. Mr. McCone discussed briefly US1B and the designation
of the Deputy Director of Central Intelligence to serve on the Board as
the CIA representative leaving the DCI free as Chairman. He also
discussed possible changes resulting from the establishment of DIA.
Mr. McCone touched on the question of designation of a Deputy,
indicating the reasons he believed that the Deputy should be a military
officer.
2. Mr. Vinson reviewed the past relationships with the Sub-
committee indicating there had been no leaks of any nature. He
further indicated that to replace Mr. Kilday he had designated Mr.
Rivers to serve on the CIA Subcommittee but that he Mr. Vinson,

would serve as the Chairman. He indicated that there was no desire
to pry into Agency affairs and that the Director should offer the Sub-
committee what he felt was appropriate. Mr. Vi1111012 reiterated that
it was not necessary that the Subcommittee know everything concerning
Agency affairs. Mr. Vinson indicated that the CIA Subcommittee
should meet as a partial effort to stave off those who clamor for a
Joint Committee which he thought was most undesirable. He indicated
that in the past the efforts for a Joint Committee had been fended off
with the assistance of the Speaker. Mr. Rayburn, sad indicated he
did not know the present Speaker's attitude. Ur. Warner added that
Mr. McCormack bad stated on numerous occasions that he was firmly
against a Joint Committee for Intelligence Matters.
3. Mr. Vinson commented on the desirability of as low briefings
by the Agency of Committee. on the Hill as possible. He specifically
mentioned that, of course we would probably have to respond to the
Joint Committee on Atomic Energy. When it was mentioned that we
already had bids from Senate nudge Relations and House Foreign
Affairs. Mr. num indicated he thought we should try to wiggle out
of these U possible. Ur. McCone indicated that it was the President's
desire and his desire that we make as few appearances on the Hill as
possible.
4. Mr. Vinson suggested the desirability of an early meeting
and Mr. Arend* pushed on this and eventually a tentative date was
established for 22 January. (Subsequently. when Ur. McCone's
schedule was checked the meeting time of 930 on Monday was
confirmed. Mr. Smart suggested the Subcommittee would wish to
hear a general situation world report including. of course, the Soviet
military posture. It was agreed no transcript would be taken.)
S. During the course of the meeting Mr. McCone expressed
s full confidence in the Subcommittee and his desire to cooperate
as in the past and in every way possible.
